Hungary
Hungary splits work residence for third-country nationals into two routes that differ sharply. The Hungarian Card is for people with specified professional qualifications — plus sportspeople, coaches, performers and film workers — runs up to three years, is extendable by three more, and lets a spouse and children join. The residence permit for the purpose of employment is the guest worker route, open only to nationals of the countries in Annex 1 of the relevant government decree — currently Georgia, Armenia and the Philippines — capped at two years and three in total, with no change of purpose in-country, no family reunification and no national residence card. Choosing the wrong one is not a few weeks' delay; it is a different life arrangement.
How the system works
Step 1: Work out which route is open to you at all
The two routes admit people on different logic. The Hungarian Card looks at what you do: the purpose of residence must be performing actual work for or under the direction of others for remuneration under a contract for an employment relationship, or performing actual work as the owner or managing director of a gainful legal entity in addition to that role's own activities, or employment under an agreement between a third-country employer and a Hungarian employer to fulfil an agreement. Satisfying that is not enough on its own — you must also fall into one of four groups: holding a professional qualification specified in the decree of the minister responsible for higher education, being a professional sportsperson or coach, being a performer, or working for a filmmaker or film production company registered by the cinematography authority under the Act on motion picture. The residence permit for the purpose of employment looks instead at your nationality: it is available only to nationals of the countries in Annex 1 of Government Decree No. 450/2024 of 23 December, which currently lists Georgia, Armenia and the Republic of the Philippines. Annex 1's test is a readmission agreement with Hungary or the EU or, failing that, an officially recognised organisation or office in Hungary committing to guarantee the national's return if they breach admission and residence law. Separately, the minister responsible for employment policy may name occupations in a Communication for which the employment permit cannot be granted; none had been issued when this page was checked.

Step 2: Establish whether you may apply from inside Hungary
Where entry into Hungary is not visa-exempt travel, both routes must be applied for abroad, at a Hungarian diplomatic or consular mission in the country of nationality or habitual residence. If that country has no consulate or other receiving place, an application may exceptionally be lodged in a country where you are staying legally, on proof of the reasons. No separate visa application is needed: the residence permit application comprises the application for the visa entitling its holder to collect the permit. Someone who may enter visa-free and does not already hold a residence permit may make a first application from inside Hungary on either route. The guest worker route adds one restriction: even a visa-free entrant must apply from abroad if they have submitted an application for a residence permit for the purpose of employment in the past. Submission inside Hungary is available through the Enter Hungary platform or in person at the NDGAP regional directorate competent for your place of accommodation; where your attorney-in-fact is a legal representative or a legal person, only Enter Hungary is available.

Step 3: Assemble the five mandatory classes of attachment
The two routes require the same five classes of attachment; only the proof of purpose differs. Purpose of residence: the Hungarian Card requires a preliminary agreement or valid work contract for employment requiring higher professional qualification, plus the certificate of higher education or professional qualification the job requires — not required for applicants as a professional sportsperson, coach, performer or film producer; the guest worker route requires a preliminary agreement on establishing an employment relationship or a document on the legal relationship of employment. On either route, where the employment rests on an agreement between a third-country employer and a Hungarian employer to fulfil an agreement, that agreement must be attached too. Means of subsistence: any one of a preliminary agreement, a document on the legal relationship of employment, a certificate from a credit institution in your name such as a bank account, savings, stocks and bonds or balance statement, or a document on regular income from the employer or tax authority, showing you can cover subsistence, accommodation, exit travel and healthcare from legally acquired income and savings. Accommodation: any one of a residential lease contract, a document on accommodation provided by courtesy, proof of ownership, proof of a reservation and payment for it, or an employer's certificate that it will provide accommodation. Health insurance: evidence of access to comprehensive health insurance covering all healthcare services or ability to cover the costs — met by qualifying for health insurance under social security, by access under an international convention, treaty or agreement, or by the subsistence documents. Conditions of exit: a valid passport plus valid tickets for the relevant travel or the money to cover it. One facial photograph is also required.

Step 4: Complete biometrics so the application counts as received
A facial photograph and fingerprints are taken for the issuance of a permit containing biometric data. This step decides when the application counts: one submitted through Enter Hungary is deemed received by the immigration authority only once the administrative service fee has been paid and the facial photograph, fingerprints and signature specimen have been recorded within 15 days of receipt, and the authority then sends a notification. For submission in person the form must be completed correctly and in full and signed. On the Hungarian Card route, where the applicant is a minor with limited capacity or is incapacitated the legal representative may submit the application, but an applicant over the age of six must appear in person at the competent NDGAP regional directorate by the time of submission.

Step 5: Enter and collect, minding the three-month invalidation line
Where you applied at a Hungarian mission abroad and the regional directorate approves, that approval constitutes approval for issuing an entry visa entitling its holder to receive the residence permit; the directorate notifies the competent consulate and a consular officer issues it. That type "D" visa is single-entry, authorises a stay of not more than 30 days and is valid for three months. There is an easily missed line here: if you do not enter Hungary within three months of the approval and do not start the approved residence, the approved permit becomes invalid and the accrued right of entry and residence ceases. The permit document is delivered by post to the address given for delivery in the application form; collecting it in person at an NDGAP regional directorate is allowed only on proof that you cannot receive it at that address.

Step 6: Extension, and what a change of employer requires
On both routes an extension may be applied for only inside Hungary through Enter Hungary, and both require that you hold a valid permit when you apply and have resided in Hungary on it for at least 90 days in any 180-day period. The application may be lodged no more than 90 days and no later than 30 days before expiry, and documents on unchanged conditions need not be resubmitted. The routes differ on the ceiling and on changing employer: the Hungarian Card is generally extended for one year and may be extended for up to four years at a time. The guest worker permit may not be extended beyond three years from first issuance; to stay longer on that permit a fresh application for issuance must be lodged in Hungary at least 40 days before expiry, which is also the earliest such an in-country application may be made. On the guest worker route, wanting to work for an employer other than the one the current permit was granted for, or a change in position or place of work, requires an extension application.

Step 7: Appealing a refusal, and four ways an appeal is dismissed unheard
Both routes work the same way: a refusal may be appealed within eight days of delivery, to the first-instance authority or to the Hungarian mission where the application was lodged. The authority dismisses an appeal without any examination on the merits in four cases: it is received after the deadline; it is not submitted by an authorised person; the applicant introduces and refers to new facts of the case that they were aware of before the decision was taken; or it is submitted without indicating its grounds or cause. The third is the easiest to fall into — holding back a fact you knew all along and producing it only on appeal costs the appeal any hearing at all.

What commonly blocks an application
These are frequent reasons a route is closed. Absence of a listed problem is not an eligibility decision.
Wanting the residence permit for the purpose of employment without holding the nationality of a country in Annex 1 of Government Decree No. 450/2024. That route admits on nationality, not on qualification.
Assuming a work contract alone qualifies for the Hungarian Card. Beyond the work itself you must also fall into one of four groups: a professional qualification specified in the minister's decree, a professional sportsperson or coach, a performer, or an employee of a registered film producer.
Having previously submitted an application for a residence permit for the purpose of employment and still expecting to file again from inside Hungary on a visa-free entry. A past application forces the new one abroad.
Filing through Enter Hungary and then not paying the fee and giving the facial photograph, fingerprints and signature specimen within 15 days. Until then the application is not deemed received by the authority.
Not entering Hungary and starting the approved residence within three months of approval. The approved permit becomes invalid and the approval of entry and residence ceases.
Changing employer, position or place of work on the guest worker route without applying for an extension. Each of those changes requires an extension application.
Saving a fact you already knew before the decision for the appeal. The appeal is dismissed without any examination on the merits.
Planning to switch to another residence purpose inside Hungary on the employment permit, or to bring a spouse and children. Both are expressly barred, the only exception being a child born in Hungary.

- Hungary residence permit for the Hungarian Card — The Hungarian Card is issued by the National Directorate-General for Aliens Policing under the single application procedure, for a maximum of three years and extendable by three more. Beyond working under employment or performing actual work as the owner or executive officer of a gainful legal entity, an applicant must also fall into one of four groups: holding a professional qualification listed in the decree of the minister responsible for higher education, being a professional sportsperson or coach, being a performer, or working for a filmmaker or film production company registered under the Act on motion picture. The administrative period is 21 days, and a decision on the merits must be adopted within 70 days of submission.
- Hungary residence permit for the purpose of employment (guest workers) — This is Hungary's guest worker route, open only to third-country nationals designated by government decree: Annex 1 of Government Decree No. 450/2024 of 23 December currently lists only Georgia, Armenia and the Republic of the Philippines. The permit runs for a maximum of two years and may be extended by one more, but never beyond three years from first issuance. The route deliberately closes several exits: no application for a residence permit on another legal title may be made in Hungary, family members may not be granted family reunification permits — except a child born in Hungary during its validity — and holders may not be granted a national residence card.
