Australia's skilled migration is invitation-only: you submit an expression of interest through SkillSelect and can apply for the visa only after being invited. Includes the specific Competent English test scores and the passport exemptions.
How the system works
Step 1: Understand that Australia invites, it does not simply accept applications
SkillSelect is the Australian Government's online system for skilled workers. You need to be invited to apply for a skilled visa — submitting an expression of interest only lets the government know you are interested, and is not itself a visa application. This is the most fundamental difference from many countries: meeting the conditions does not entitle you to lodge an application, an invitation must come first.
Step 2: Submit the expression of interest
The expression of interest sets out your work experience and qualifications. No documents are uploaded at this stage, which makes it easy to submit — and equally means the EOI is not any form of eligibility decision. It covers three subclasses: the Skilled Independent visa (189), the Skilled Nominated visa (190) and the Skilled Work Regional (Provisional) visa (491).
Step 3: Meet Competent English
There are two independent ways to prove it. One is a nationality exemption: you are a citizen of, and hold a valid passport issued by, Canada, New Zealand, the Republic of Ireland, the United Kingdom or the United States. The other is a test score achieved in the three years before the visa application. Note that the approved tests changed on 7 August 2025; a result from before that date may still be valid for up to three years depending on the subclass.
Step 4: Check whether the subclass 189 visa fits
The Skilled Independent visa (subclass 189) is for invited workers, eligible New Zealand citizens, and eligible Hong Kong or British National (Overseas) passport holders, to live and work permanently anywhere in Australia. It needs no state nomination or employer sponsorship, which is what separates it from subclasses 190 and 491.

What commonly blocks an application
These are frequent reasons a route is closed. Absence of a listed problem is not an eligibility decision.
Assuming that meeting the conditions allows you to lodge an application. Australia invites: without an invitation you cannot apply for a skilled visa, and the expression of interest is not an application.
Reading the ease of submitting an expression of interest as a low bar. No documents are uploaded at that stage, so it is not an eligibility decision of any kind.
An English result older than three years. It must have been achieved in the three years before the visa application.
One of the four component scores falling short. Competent English is assessed per component, so a shortfall in one is disqualifying and a high overall score does not compensate.
Holding an exempt country's passport without being its citizen, or the reverse. The nationality exemption requires both at once.
Preparing against the list of approved tests from before 7 August 2025. That list changed, and whether an older result still counts depends on the subclass.
Reviewed programs
- Skilled Independent visa (subclass 189) — A permanent visa for invited skilled workers that does not require state, territory or family sponsorship. The 65-point threshold is a minimum and does not guarantee an invitation.
- Skilled Nominated visa (subclass 190) — A permanent visa for invited skilled workers nominated by an Australian state or territory government. Each jurisdiction applies its own nomination criteria.
- Skilled Work Regional (Provisional) visa (subclass 491) — A five-year provisional visa for skilled workers nominated by a state or territory or sponsored by an eligible relative to live and work in designated regional Australia, with a possible permanent-residence pathway.
