Croatia
Croatia's EU Blue Card is a single stay-and-work permit. The most practically useful distinction is what happens when you change employer: within the first two years you must apply again, after two years you only notify within eight days.
How the system works
Step 1: Establish which stay category applies
A third-country national is someone who is not a national of an EEA state — the EU, Liechtenstein, Norway and Iceland — or of Switzerland. There are three stay categories: short-term stay of up to 90 days in any 180-day period in the Schengen area, temporary stay of up to a year, and permanent stay and long-term residence indefinitely. Short-term days are counted across the whole Schengen area, not one country. The conditions are set by the Aliens Act, Official Gazette 133/2020, 114/2022, 151/2022 and 40/2025.
Step 2: Assemble the three core documents for the Blue Card
Beyond the general requirements for temporary stay in Article 59 of the Aliens Act, three documents must be enclosed: an employment contract for highly qualified work, for and under the direction of another person, of at least one year's duration, concluded with a company, branch office, representative office, sole trader, family farm, cooperative, association or institution registered in Croatia; proof of higher education — a diploma, certificate or other proof of formal qualifications issued by a higher education institution recognised in their home country; and proof of meeting the conditions to exercise any regulated profession stipulated in the contract, under the special legislation on professional qualifications.

Step 3: File in the right place, and pay the fees separately
Apply on Form 4a at a Croatian diplomatic mission or consular post, or at the police administration or station for your place of stay. The Blue Card is issued in the form of a residence permit and is simultaneously the permit to stay temporarily and work in Croatia. Fees are paid separately: EUR 74.32 for the stay and work permit; EUR 31.85 for the biometric residence card in the regular procedure or EUR 59.73 in the accelerated one; and a further EUR 9.29 administrative fee for the biometric residence card. Each is paid on its own payment slip to the state budget account.

Step 4: Understand the two-year line on changing employer, and the renewal deadline
A Blue Card holder may work only at the jobs the permit was issued for and only with the employer they entered employment with. Changing employer splits at two years. Within the first two years of stay in Croatia, a change requires submitting a new stay and work permit application to the competent police administration or station within eight days of the employment with the initial employer ending. After two years, the holder only notifies the competent police administration or station within eight days of the change and delivers the new employment contract; the Blue Card remains valid until its own expiry. A renewal application must be submitted not later than 30 days before the current permit expires, and someone who applied before expiry may stay until the decision becomes enforceable.

What commonly blocks an application
These are frequent reasons a route is closed. Absence of a listed problem is not an eligibility decision.
An employment contract shorter than one year. The Blue Card requires a contract for highly qualified work of at least one year.

Education proof not issued by a higher education institution recognised in the home country. The requirement is about the issuing institution, not only the level of the degree.

Filing the renewal later than 30 days before expiry. Applying in time also allows a lawful stay until the decision is enforceable, which is lost otherwise.

- Croatia stay and work permit for seasonal work — Croatia's seasonal work permit covers agriculture, forestry, hospitality and tourism for at most six months a year, after which the worker must leave. Seasonal employment of up to 90 days is exceptionally exempt from the labour market test and the Employment Service's opinion. The route writes accommodation into the legal conditions: at least 14 m² per worker, a maximum of six people per premises, a toilet physically separated from sleeping and living space, and — where the employer arranges it — a cost not exceeding 30 per cent of net salary.
- Croatia stay and work permit — Croatia's stay and work permit splits three ways on the labour market test: the default needs the test plus the Employment Service's opinion, high-demand professions need only the opinion, and extensions, short seasonal work and the Article 110 categories — including the Blue Card and self-employment with a 51 per cent share — need neither.
