Estonia
Estonia's residence permit for employment. The salary threshold is the national average gross salary multiplied by a coefficient, so the euro amounts change every year; the record also covers the employer's Unemployment Insurance Fund permit, the five-year permit, and the Estonian language requirement that applies after five years of residence.
How the system works
Step 1: The employer must first obtain a recruitment permit from the Unemployment Insurance Fund
The process starts on the employer's side: the employer obtains a permit from the Estonian Unemployment Insurance Fund to recruit a foreign national for the position. This happens before the individual applies for the residence permit, and a candidate cannot do it themselves or skip it.
Step 2: Understand the salary threshold is a multiplier, not a fixed figure
The general requirement is a salary at least equal to Estonia's average gross salary, with coefficients applied by employment category (for example 1.0, 1.24 and 1.5), and a lower amount for start-up employment. Because the average salary is adjusted each year, the euro amounts move with it — what is stable is the coefficient structure, not any single figure. Plan against the amount in force for the period you apply in, not an older table.
Step 3: Meet the qualification and capability requirements for the role
You must have the appropriate education, work experience, health, and the necessary professional skills and knowledge for the job. This is not an occupation list but an assessment of fit for the specific role.
Step 4: Note the permit length and the language requirement after five years
A temporary residence permit is issued for up to five years and may then be extended for up to ten years at a time. Since 15 July 2018, someone who has lived in Estonia for five years and applies to extend, or for a new residence permit for employment, must pass the Estonian language exam at level A2. This is easy to overlook because it does not apply to the first application and only becomes a gate years later.

What commonly blocks an application
These are frequent reasons a route is closed. Absence of a listed problem is not an eligibility decision.
Planning against a remembered euro figure. Estonia's threshold is the average salary times a coefficient, so the amount changes each year and must be confirmed for the period of application.
The employer not having obtained the Unemployment Insurance Fund permit first. That step precedes the individual application and cannot be done by the applicant.
Using the coefficient for the wrong employment category. Categories carry different coefficients, and preparing against a lower one can fall short of the applicable threshold.
Overlooking the Estonian A2 language requirement after five years. It does not apply to the first application but becomes a gate at extension or a new permit.
