Estonia temporary residence permit for employment
Estonia's residence permit for employment sets its salary bar as the average salary times a coefficient rather than a fixed amount, requires the employer to obtain an Unemployment Insurance Fund permit first, and adds an Estonian A2 requirement after five years of residence.
Core requirements
The employer must first obtain a permit from the Estonian Unemployment Insurance Fund to recruit a foreign national for the position. The process starts on the employer's side and cannot be done or skipped by the applicant.
The salary must be at least Estonia's average gross salary with a coefficient applied by employment category, for example 1.0, 1.24 and 1.5. What is stable is the coefficient structure, not any single amount.
The amounts published cover 6 March 2024 to 5 March 2025, a window that has closed. The figure in force for the period of application must be confirmed with the authority.
You must have the appropriate education, work experience, health, and the necessary professional skills and knowledge for the job. This is not an occupation list but an assessment of fit for the specific role.
A temporary residence permit is issued for up to five years.
It may then be extended for up to ten years at a time.
Since 15 July 2018, someone who has lived in Estonia five years and applies to extend or for a new residence permit for employment must pass the Estonian language exam at A2. It does not apply to the first application and only becomes a gate years later.
