Ireland
Ireland's Critical Skills Employment Permit route, with its three remuneration thresholds and the qualification condition attached to each, the two-year job offer, the exemption from the labour market needs test, and the direct route to Stamp 4 when the permit expires.
How the system works
Step 1: Check that the occupation falls within critical skills
The Critical Skills Employment Permit targets occupations identified as strategically important to the State, such as ICT professionals, professional engineers and technologists. The list is set from regular analyses by the Expert Group on Future Skills Needs and shifts with economic need. Whether an occupation is on that list determines which remuneration threshold applies.
Step 2: Match the remuneration threshold to the qualification condition tied to it
The threshold is not one figure but three, and each carries its own qualification condition. Restricted strategically important occupations require €40,904 a year together with a relevant degree or higher; if the qualification was obtained within the 12 months before the application, the threshold drops to €36,848. All other occupations require €68,911, and at that level a degree is not mandatory provided the necessary level of experience is held. Nurses and midwives need a third-level degree or diploma accepted by the Nursing and Midwifery Board. Public sector roles follow the applicable pay agreements.
Step 3: Secure a two-year job offer
The application rests on a two-year job offer for the eligible occupation. Unlike the General Employment Permit, a Labour Market Needs Test is not required, so the employer does not first have to show that the role could not be filled locally or within the European Economic Area. That makes the process markedly faster, and correspondingly makes the occupation-list and remuneration checks the parts that decide the outcome.
Step 4: Move to Stamp 4 when the permit expires
When the permit expires, holders can apply directly to the Department of Justice for a Stamp 4. With a Stamp 4 you may reside and work in the State without needing a further employment permit, and are therefore no longer tied to one employer. This route is the central advantage of the Critical Skills Employment Permit over other permit types.

What commonly blocks an application
These are frequent reasons a route is closed. Absence of a listed problem is not an eligibility decision.
Planning against the €40,904 tier when the occupation is not on the restricted strategically important list. Occupations outside that list require €68,911, a substantial gap.
Meeting the salary but not the qualification tied to that tier. Both the €40,904 and €36,848 tiers require a relevant degree or higher, and salary does not substitute for it.
A job offer shorter than two years. The permit rests on a two-year job offer.
Assuming the €36,848 tier is open to all recent graduates. It applies only where the qualification was obtained within the 12 months before the application.
Treating the employment permit and residence permission as one thing. The permit comes from the Department of Enterprise, Trade and Employment while the Stamp is handled separately by the Department of Justice.
