How the system works

1. Step 1: The employer must be a sponsor recognised by the IND

   You need an employment contract with an employer or research institution in the Netherlands, and that employer must be a sponsor recognised by the Immigration and Naturalisation Service. There is no way around this: if the employer does not hold recognition, the route does not exist, and no amount of personal qualification or salary substitutes for it. The IND maintains the list of recognised sponsors, and the application is initiated from the employer's side.

2. Step 2: Match the gross monthly salary threshold for your age band

   The Netherlands sets the minimum by age band rather than a single figure. Applicants aged 30 and over face a different threshold from those under 30, and people who did the orientation year or graduated within the last three years qualify for a markedly lower one. All amounts are gross per month and exclude holiday allowance, so comparing against a figure that includes holiday allowance overstates where you actually stand.

3. Step 3: Note that the amounts change twice a year and are fixed at the application date

   The IND publishes the amounts in six-month windows; the current set applies from 1 July 2026 to 31 December 2026 and is then updated. Which figure governs depends on the amount in force on the date the application is submitted, not the date the contract was signed or the work began. Planning a salary negotiation against the previous window's figure is a common misstep on this route.

4. Step 4: Check the salary is market-rate, and understand the permit's length

   Beyond clearing the threshold amount, the agreed salary must also be in line with the market rate for the role. The residence permit is valid for the same period as the contract or job, up to a maximum of five years, and is a type I temporary regular residence permit. Where the contract is shorter than five years the permit follows the contract rather than automatically running the full five.

What commonly blocks an application

These are frequent reasons a route is closed. Absence of a listed problem is not an eligibility decision.

• The employer is not an IND recognised sponsor. This is the most absolute blocker, and no personal qualification substitutes for the employer's recognition.

• Comparing a salary that includes holiday allowance against the threshold. All threshold amounts are gross per month excluding holiday allowance.

• Planning against the previous six-month window's amount. The figures are updated every six months and the one in force on the application date governs.

• Assuming the €3,122 tier is open to any young applicant. It applies only to those who did the orientation year or graduated within the last three years.

• Clearing the threshold while paying below the market rate for the role. The threshold amount and the market-rate test are two separate requirements.

Reviewed programs

• Netherlands European Blue Card permit — For non-EU, EEA and Swiss nationals taking highly qualified work in the Netherlands; a recognised sponsor is not mandatory.
• Netherlands highly skilled migrant permit — The Netherlands' highly skilled migrant permit requires an IND recognised sponsor, and its monthly salary thresholds are age-banded, exclude holiday allowance, and change every six months.
