Canada's three federal economic immigration routes managed through Express Entry, with each program's minimum requirements, language and funds rules, and the crucial difference between meeting the minimums and receiving an invitation.

How the system works

  1. Step 1: Check which program's minimum requirements you meet

Express Entry manages three federal programs. The Federal Skilled Worker Program requires at least one year of TEER 0 to 3 skilled work experience in the last ten years, CLB 7 in all four language abilities, an Educational Credential Assessment for foreign education, and 67 points on the selection-factor grid. The Canadian Experience Class requires one year of authorized Canadian work in the three years before applying, with CLB 7 for TEER 0 or 1 and CLB 5 for TEER 2 or 3. The Federal Skilled Trades Program has the lowest language floor: CLB 5 for speaking and listening, CLB 4 for reading and writing. All three require that you plan to live outside Quebec.

  2. Step 2: Prepare language results, credential assessment and proof of funds

Language results must come from a designated test and meet the minimum in all four abilities. Foreign education used for the Federal Skilled Worker Program needs an Educational Credential Assessment first. Proof of funds applies only to the Federal Skilled Worker and Federal Skilled Trades programs; it is not required under the Canadian Experience Class, and it is also waived if you are authorized to work in Canada and hold a valid job offer, though a letter explaining the exemption must be uploaded.

  3. Step 3: Enter the pool, and understand how invitations are issued

Meeting the minimum requirements only puts you in the pool; on its own it creates no entitlement to apply. Immigration, Refugees and Citizenship Canada ranks candidates in the pool by their Comprehensive Ranking System score and invites top-ranking candidates to apply for permanent residence in each round. Rounds are general, program-specific, or category-based. The same score can therefore produce entirely different outcomes depending on the round.

  4. Step 4: Submit the permanent residence application only after an invitation

A permanent residence application can only be submitted after an invitation to apply. At that point the evidence must match what was declared in the pool, including the length of work experience, the language results, and the funds. A mismatch between what was declared and what can be proven is a common reason applications fail, rather than the score itself.

What commonly blocks an application

These are frequent reasons a route is closed. Absence of a listed problem is not an eligibility decision.

  • Treating the minimum requirements as an entitlement to an invitation. The minimums only decide whether you enter the pool; the invitation depends on your Comprehensive Ranking System rank in a given round, and different rounds target different candidates.

  • One of the four language abilities falls below the floor. The requirement applies to each ability separately, so a shortfall in one is disqualifying and a high overall score does not compensate.

Reviewed programs

  • Canadian Experience Class — Canada's Canadian Experience Class: one year of authorized Canadian work in the last three, a language bar that varies by TEER, and no proof of funds — but meeting the conditions only enters the pool.
  • Federal Skilled Trades Program — Canada's Federal Skilled Trades Program has the lowest language bar of the three federal programs — CLB 5 for speaking and listening, CLB 4 for reading and writing — but still requires proof of funds.
  • Federal Skilled Worker Program — Canada's Federal Skilled Worker Program: one year of skilled work in the last ten, CLB 7 in all four abilities, an ECA for foreign education, and 67 selection-factor points — but meeting these only enters the pool.
